We had the last environment card drawn into play lead to everyone getting toxic damage based on how many cards were in the environment trash. Does the last draw immediately lead to the emptying of the trash such that we'd take no damage, or is the trash only emptied when the draw pile is needed?

My ruling would be that it is only reshuffled when a draw is needed, but I have no textual evidence to back that up.

Because it would affect things like the toxic damage environment card, decks don't get reshuffled until a draw is required.

That could be a double edged sword there, it would also effect Tachyons powers.
My 8 year old son and I both agree that we like Chuck E Cheese better than Plague Rat. He is much easier to beat up.

On a similar note, I believe the Self Destruct Procedure card also from Mars has you setting aside cards (not drawing them). Am I correct in the assumption that the trash pile is shuffled if you need to set aside a card from it as well, or can the heroes just get killed by the Self Destruct being the last card of the deck?

Same thing as the drawing in this case. If you need to set aside a card, but the deck is depleted, just shuffle the Environment Trash and make it the Environment Deck.

And, in the extremely unlikely event that there are no cards in the environment trash, Self Destruct Sequence gets played, and there are no cards left in the deck to draw from?

I don't think that's possible with the current decks, but in that case it would probably just kill the heroes.
I'm sure it would kill not just the heroes, but all the characters. After all, that's what the text says.

In the case of hero decks though, drawing a card is always optional? So it is possible to sit with say, Tachyon's entire deck in the trash if reshuffling is deemed unwise?

Yes, but if she plays a card like Fleet of Foot that says "Draw a card." on it, that would force a draw.
Specifically, the "Draw" phase of a Hero turn is optional, in that it reads "You may draw a card". Whenever a card says "You may draw a card" it means just that. Whenever a card says "Draw a card" then you must comply.
