strange behavior from tear through reality

I am in the middle of a game against Oblivaeon and he just played Tear through Reality, which caused him to move from battle zone 1 (containing LaComodora, Mr. Fixer, Xtreme pw fanatic, dr medico and several reward heroes), to battle zone 2 (containing Luminary and a bunch of scions).  This doesn't seem to fit with the text "move oblivaeon to the battle zone with the most hero targets". It might be the zone with the most total targets (there are some environment targets too, and the other  zone is clear of villain and environment targets), but Luminary is the only hero target (no devices in play). Is this a bug or is there something I might be missing? edit: I just counted. it doesn't have the most total targets either. In fact, it has fewer total targets than the other zone has hero targets.
