Steam version says I have and don't have expansion packs

I got a new laptop (using it now!), and installed Sentinels on it via Steam.  However, it says I don't have any of the expansion packs.  I go to the DLC via Steam, and it says the content is "In Library".  So, what can I do to resolve this both owning the DLC and not owning it?  In game, it doesn't let me redownload.  It say "View in Store", which takes me to the Steam website. :P

Basic questions.

If you go to your library and click on Sentinels does it say the DLC is installed?

Have you tried to verify the game cache? (right click on Sentinels in the library, select Properties, select Local Files tab, click Verify)

Other times I've seen people report an issue like that Steam needed to be closed out entirely and then restarted.

Thanks!  The DLC said it was installed, and a game cache check found nothing, but restarting Steam resolved it.  How silly.
