Inspiring supertonic change, or bug?

So I haven't played in a few months, and I just unlocked the prime wardens and was playing them against the Villain team (forget the name) in the mobile defense platform.  I used Fanatics ability to let Argent Adept use a power, and I used Musaragni's Harp to activate the perform text of Inspiring Supertonic.  When it told me to choose a player to use a power, Argent Adept wasn't on the list.  Neither was Fanatic, but that's not surprising since I'd already used her only power this turn.  Argent Adept still hadn't used his innate power yet, though, so he should have been on the list, unless something's changed about how these powers work in the past few months.  Has there been a rules change/errata, or is this just a bug?

Either this is fixed in the current released build or there is something missed.   I've setup a similar scenario and can't replicate what you describe.

Maybe there was an Implusion Beam in play?
