Is somebody a Dr. Ninja fan? Because this is a serious Dr. Ninja scenario.
This scenario looks like a lot of fun, but I had a few questions about spawning:
a) How many humans do you spawn at the beginning of the game?
b) How many humans do you spawn at the end of each round?
c) Do you spawn all four raptors to start the game?
d) Can dinosaurs respawn after being killed? If they can, how does that work (i.e. do all dead dinosaurs spawn at the beginning of their turn)?
And finally, though not spawn related,
e) "Thugs will move towards the closest non-Thug target with the lowest Health that they can see." Are they prioritizing low health or distance? That is, if a thug can see a 4 health target 2 hexes away and a 1 health target 6 hexes away, which one will he move toward?
I'm looking forward to trying this out!

All o.... er, I mean, yeah, Dinosaurs spawn at the start of their turn then they move on that same turn. It's stated in there, but certainly could be made more clear. I have a habit of writing rules so they make sense to me, and polishing them up after a week or so of feedback. So expect that soon.

EDIT: I'm also working on a way to scale with number of Heroes, so you probably won't always spawn all the raptors and humans every time, but for now it seems to work well enough.

I've updated the scenario a little bit. I fixed some formatting and how the rules sectioned out for hopefully more clarity.
Mostly, though, I pretty completely redid how the villians move and act. They each have a different 'flavor' now.
The T-Rex goes after the biggest target he can see.
The Raptors now use pack hunting and go after whomever hurt them last.
Thugs pick off the weakest targets around, usually Civilians.
The idea was to give the villain targets some differentiation and more character.
