Does a Deck Exist When it Has No Cards?

I was playing the video game and was trying to pull an LSB out of Tachyon's trash using either Vernal Sonata or Reclaim from the Deep (I forget which), but Tachyon's deck was empty. I noticed that after the VS/RftD finished being resovled that her deck was still empty. Since the text of the card in question would instruct you to put the card on top of the deck, does the fact that it's empty prevent this from happening? I've been looking through whatever errata/clarification pages/threads I've been able to track down and none of them address this (I grant that I may have just missed the applicable one, though). I wasn't sure if this was indeed the correct interpretation or something to bring to the devs' attention.
