Shouldn't Explosives Wagon blow up regardless of how it is destroyed? I used Blinding Speed on it in the hopes of doing a lot of collateral to Voss' minions. Wagon went away. Minions kept staring at the heroes across the corral.

Yes, even if it's destroyed in a way like that, it still explodes.
You can, however, prevent it through cards like Throat Jab or Hypersonic Assault.

Team was Legacy, Haka, Tachyon, Wraith and GI Bunker.
Third or fourth round, Tachyon removed the Wagon. No 'splodies. No effects in play that would have stopped Environment damage.
The only thing I can think of that would've done it would be if Tachyon had her HUD Goggles and/or Pushing the Limits out and had played a Hypersonic Assault before the Blinding Speed (or played the Blinding Speed off a Lightning Reflexes), or if Haka had played Ground Pound...but I'm presuming you'd've noticed if either of those thing had happened ;).

No goggles, no pushing. Was saving the Hypersonic for the next round.
Hadn't seen a Ground Pound yet. Haka got one on the next turn's draw.
