My brother and I just finished a game where my brother failed to get the unlock. I already had the variant, my brother did not. I am sure we met the requirments to unlock it as well and I pulled up the variants page to be sure. here is the screenshot at the end of the game in case I missed somthing, but I thought I would report this just in case it is a bug.

Hero variants are unlocked online for the person who played the hero. Greatest Legacy cannot have any Legacy in the game, so there is no Legacy player. Making Greatest Legacy impossible to unlock Online at this time.
I had assumed that he would unlock for all players like villains do, but I suppose this makes sense too. Either way, thanks for the explanation.
