I'm with Powerhound 2000 on the question, although some other possibilities are opened up. When you play "Say Cheese", you pick a target and attempt to deal it damage. Jack Handle will then turn that target into damage to all non-heros, and then after the damage you check the HP of the target. But it seems like you could, for instance, pick a hero target at under 5HP, use "Say Cheese" on it to deal damage to all non-heros (but not the target you picked), and then play another card.
The extra card play is determined by one of the targets you hit being at 5 HP or less so in this scenario with Jack Handle you can't get the card play off of picking a hero target at 5 or less HP.

I think dpt's example makes sense: doesn't "Say Cheese!" read "deal a target damage...if that target has 5 HP..." instead of "deal a target damage...if that target took damage...?"
Say Cheese! does say if that target is still in play. It would have to be a target you at least tried to deal damage to and with Jack Handle out you can't hit a hero target at all.

Jack Handle changes the target, the hero is no longer the target of Say Cheese!
Same as Redirection effects, the original target is no longer the target. Plague Rat does not get to play an Infection card if a hero target is not damaged by his Ravage card.

That's not really relevant, since the wording is quite different (and the infection cards are conditional on dealing damage).
But it does seem like I was misinterpreting things. Probably the first place this wording comes up is with Wraith's Stun Bolt, where the damage reduction applies to wherever the damage was redirected to (according to the Fireside Chats).
He only gets to play one card if any of those targets he hit is still in play with 5HP or less.

And you can't hit a hero target while using Jack Handle. So I don't see choosing a hero target initially works.
