My best guess is a FILTER Agent. My out there guess is more specifically Sergeant Steel just because the arm blade would make sense considering what we see of his incap in the alt VotM artwork. To get a definitive answer I’d say send a question the Letters Page.

I tought Sergeant Steel died before OblivAeon, along with the rest of the FILTER special team (exept Becky) ?
They may be gone as group but it doesn’t mean individuals who were part of it and still alive don’t have plans. As to Sergeant Steel someone recovered his badly damaged body so I wouldn’t say he is dead for sure.
