If a target that gets turns and has a printed movement value (such as a citizen) is hit with an effect that reduces movement value (such as adhesive foam pellets), does the reduction last until they are incapacitated, or is it reset at the end of their turn (as if they had rolled new movement). If it's the former, wraith and absolute zero seem ridiculous in scenarios like citizen dawn #1.
