The heroes cannot win the game.
Whenever a villain card is destroyed, The Operative deals the highest-HP hero 3 melee damage.
Reduce damage to the Chairman and the Operative by 1.
Shoot, another hostage situation. Looks like we'll wait another round for the Hypersonic Assault. At least we don't have to worry about the Jail Break yet.

Shoot, another hostage situation. Looks like we'll wait another round for the Hypersonic Assault. At least we don't have to worry about the Jail Break yet.
Not exactly, since the Operative shuffles the villain deck after looking for an underboss.
Each player destroys an ongoing or takes 3 psychic damage (I'll assume the latter for now; if upon reading this you go "no, I want to sacrifice my thing!" then let me know).
Each player discards a card to get rid of Hostage Situation.
Play a Card: Police Backup enters play.
End of Turn: One player may discard a card to get rid of Impending Casualty.
Police Backup plink ineffectually at The Operative.

With Tachyon and Nightmist's help, I could manage a Ground Pound + Rampage. But I don't think that would be enough to pull this one off. Happy to concede if you guys want to end this one.
Yeah. The idea was card from trash to hand. I play ground pound on my turn. Then Nightmist lets me play Rampage. I think we'll still get KO'd pretty quickly, before we can put the hurt on either Chairman or Operative.
Legacy, can I suggest that (a) you use Gung-Ho on yourself before the Motivational Charge, for an extra 1HP and (b) you hit The Muscle or The Deputy instead? If Haka does indeed do a Ground Pound on his turn and a Rampage on Nightmist's, that will kill all villains with 6 or less HP. The Contract would be left with 1HP, and Visionary could then finish him off (with her incap power: "destroy a target with 1HP")
Advanced Operative gives the Chairman and Operative 1 DR. They should each have +2 HP.
Incidentally, we should also hit the Chairman as much as possible while Ground Pound is up, since he can't hit us back.
I'm discarding Nimble Strike for the press, and Accelerated Assault to help the casualty to the hospital. 9 bursts in trash now.
I'll throw demoralization
I'll discard Mere.
Nightmist tosses the Elder Ring [1] since she didn't have to do so last go-round.
I can discard another for the Impending Casualty, though I'd prefer to hang onto as many cards as possible...
If no other Power options show up or are denied, I'll send Gung-Ho your way.
Well, since the person I responded to is right above my post and no one else had posted in over an hour before that, I didn't see the need to quote.
Both Prison Breaks and "Rook City is Mine!".

I will discard Research Grant. If someone else could do the Impending Casualty, that would be great
Nightmist discards a card before her untimely demise.
Ah, the posts crossed. Concede?
With Tachyon and Nightmist's help, I could manage a Ground Pound + Rampage. But I don't think that would be enough to pull this one off. Happy to concede if you guys want to end this one.
Huh, that's worth a shot. Haka, I take it you want a card back from your trash?
My incap abilities:
Hmm, Legacy could follow it up with a Take Down next round, if you all survive. With the Ground Pound out, he wouldn't take the 2 energy damage.
Yeah. The idea was card from trash to hand. I play ground pound on my turn. Then Nightmist lets me play Rampage. I think we'll still get KO'd pretty quickly, before we can put the hurt on either Chairman or Operative.
Wait, no: the Rampage would kill you both. A Motivational Charge might help, with the damage reduction you have out.
(Sorry to keep talking to myself!)
