I'm assuming that this means (1 damage) and (Defend 2 per Dahan in target land), but it's unclear, and there is no FAQ on this aspect of this card.

No, it's (1 Damage and Defend 2) per Dahan in target land.  Just 1 damage would be pretty weak for a major power, even one that costs 2.  If it were what you suggest, it would be "1 Damage.  Defend 2 per Dahan in target land."
